The Health and Environment Alliance, or HEAL, emphasizes the need for quantifiable EU objectives related to climate resilience and public health. Among their suggestions are enhanced national adaptation strategies and obligatory heat-health targets for member states. They also advocate for dedicated funding within the bloc’s upcoming long-term budget for 2028 through 2034, aimed at climate and health initiatives.

    The advocacy campaign promotes the development of Heat-Health Action Plans that establish explicit responsibilities and measurable standards to protect populations during extreme temperature events. Individuals with chronic conditions and those experiencing social or economic challenges also require tailored protections. Health experts argue that coordinated efforts can improve warning systems, enable medical preparedness, and reduce heat exposure during dangerous periods, ultimately saving lives.

    The Standing Committee of European Doctors, known as CPME, has also called for stronger measures at the EU, national, and regional levels. It urges governments to craft, implement, and regularly review comprehensive heat-health strategies. The organization warns that extreme heat exacerbates cardiovascular and respiratory illnesses and can lead to premature mortality. In addition, they support the establishment of binding EU-wide climate resilience and health targets, which would include national adaptation plans aimed at enhancing preparedness for the mounting health impacts caused by climate change.

    On June 11, 2026, WHO/Europe updated its guidance on Heat-Health Action Plans, highlighting eight key focus areas for authorities. These include governance, early warning systems, public communication, health surveillance, and protection of vulnerable populations. The framework also stresses the importance of resilient health systems, measures to reduce heat exposure, and ongoing evaluation of national and local responses. The guidance underscores the urgency of addressing extreme heat as a significant public health threat and emphasizes the role of coordinated planning to prevent avoidable illnesses and deaths.

    Progress among European nations in adopting such measures remains inconsistent. According to the European Environment Agency, 21 member countries have implemented heat-health action plans, with an additional four public health institutes in the process of development. Several nations in central and eastern Europe still lack comprehensive plans or health surveillance infrastructure. Health organizations are advocating for clearer, uniform standards across the EU to facilitate measurement of preparedness and identification of gaps. They also call for improved coordination among health authorities, emergency services, and climate agencies.

    EU’s climate resilience strategy to shape future policies

    The European Commission intends to introduce a comprehensive climate resilience and risk management framework in the latter half of 2026. The goal is to enhance how member states prepare for and mitigate the effects of climate change. EU officials describe this initiative as a unified approach to resilience across member nations. Health organizations are demanding that this framework incorporate public health protections, with binding targets to combat extreme heat and mandates for governments to sustain effective national adaptation measures.

    The push for stricter measures coincides with rising health concerns linked to temperature extremes across Europe. Data referenced by health advocates estimates over 62,000 heat-related fatalities in 2024. Extreme heat not only strains hospital resources but also increases stress on health workers during prolonged heatwaves. Present guidance emphasizes early warning systems, public awareness campaigns, medical readiness, and exposure reduction. European health groups now seek enforceable standards that embed these protections into a unified EU climate resilience policy.
